According to the Hunger Games Exhibition, Annie is 23 during Mockingjay, so she would have been 18 during her Games. This means that either:

• a) Annie was a Career who volunteered at 18 and broke down when she witnessed the horrors of the Games firsthand

• b) Annie wasn’t a Career and she was chosen at her last reaping, just before she would have been free from the reach of the Games
  

Either way, very sad, but nice to know there’s not a big age difference between her and Finnick. 

Finnick is also listed as 25, which means at some point between Catching Fire and Mockingjay, he had a birthday that wasn’t celebrated.
